To get it working have to a least disable VPN and toggle wifi off the on again to. First of all, use a STATIC IP address on your DietPi device and set the DNS server on the DietPi device to a global upstream DNS. Don't use DHCP on the system. In many public places where I do have WiFi without using this DNS, using AdGuard gives the error "Private DNS server cannot be accessed" and WiFi is not used.
